The Gue'la world of "Ha'van", a hive world, turned.
an Enjoyable little world, just on the fringe of Tau space, however, far enough from Ultramar it wouldn't cause any problems.

You see, there was a problem however, when you introduced technology like the Tau's into a technologically regressive hive world with it's own inner crust of underground gangs.
Things explode.
gangs vie for technology and territory, butchering new tech with old tech.
Re-purposing, restructuring.
The very mantle begins to restructure.
Not that most of the gangs minded the new found freedom their new masters gave them.

This is Ha'van, a Haven, of a debauchery and shadow.

Ar'Kais would have it no other way.

The cloaked figure with a straw hat moved through the crowds, flashing neon lights, some filled with Tau symbols, some Human, some even Ork.
It seemed like most people of a darker nature were drawn to Ha'van, the Haven for the criminal, the drug users and all of those who wanted to escape the normalcy.
The Tau Empire, the Imperium, none of that mattered here.

Ha'van had changed hands many-a time.
It had been in the hands of the Imperium, specifically Astra Militarium, often recruiting their savvy gangers for their violent and creative natures.
Then the Dark Eldar, seeking slaves and debauchery, they seemed to appreciate the challenge the gangers gave them in hive warfare.
Then it fell to the Orks, again, the hives saving grace was its ability to keep it's own "Inner Core" Intact, the Orks were bribed mostly.
Then came the Space Marines, claiming the "Surface" of the deep web of shadows the planet seemed to have.
Seeking vengeance, the Tarerellians came, opening a second ground war on the already weakened Space Marines.
...Then came the Tau, seeing the planet weakened, they had their eyes on it ever since the Orks touched down, they being on friendly terms with the very vengeful Lizardmen.
The gangs however, didn't fight back, 3 of the 7 major syndicates fought on their side, 2 hid and waited to see what would happen...covering their hides from the storm.
The last two, fought to preserve their "Inner Core" Like they did the others...like they did the Space Marines.

When one fights on a planet like Ha'Van, you do not just fight the enemy, you fight the planet, in a very shadowy game, because Ha'Van, likes the status quo.
It absorbs whoever touches it, the Imperium, the Dark Eldar, the Orks and the Tau.
None escape its touch.

The Seven Syndicates all have their own little pieces of history with them.

Some employ the Dark Eldar, allowing them to stay on the planet within their territory.
Some employ the Orks, liking their brute muscle and the grots tech savvy.
Some are purists, keeping with their Imperial Guard traditions, forming their own "Law" with PMCs, a minority mostly weakened in defending against the Tau, picking up the weapons of Astartes themselves and all the power that come with them.
Some full heartily embrace the multiple races of the Tau Empire, Kroot, Tau, Vespid and Tarellian.

Welcome to Ha'van.
Welcome to Haven.
World of pleasure and shadow.

Ar'Kais is lonely.

You have the 7 Families.
A Pro-Dark Eldar family.
A Pro-Ork family.
A Pro-Astra Militarium family, being the most "public."
A Pro-Astartes family, the ones who scavenged most of the astartes weapons.
A Pro-Tau family.
And a Pro-Adeptus Mechanicus army, seeking to be more purist about technology.

Now of course there is relationships between the various families and the races.
However, these Syndicates need names.

Ar'Kais strolled through the hive at a leisurely pace.

OOC: I want to take not that ArKais will be given a "Re-boot" In his lore.
He was a revered Shas'O in the Tau Empire.
He then founded his own Sept world on "Ar'Kais" gaining his own Gue'vesa.
He fought the Necrons on this world and made them his bitch.
Abasi the Savant became a member of his "Retinue" with his own agenda.
He had dealings with the Consortium.
However, chaos came for Ar'Kais corrupting him and when the Tau Empire came to put an end to all, It was sucked into the warp, his Cadre became fleet based.
Finding the shadow broker, he gained his resources.
He put his hands into the tau empire and imperium as well as the consortium.
He found his space hulk and began his plans to make his own sept.
On the run from the Tau.
He is the Shadow Broker.
He is the Tau on a mission to make his home.
His empire.
He is Shas'O Ar'Kais Korst'la'shi.
Commander Deathslayer.
And he will not show mercy.
